What are the Key Changes Coming in June 2022?    

  • A 31% carbon reduction on current Part L1A of the Building Regulations.

 

  • Electricity’s CO2 emission factor has decreased from 0.519 kgCO2/kWh to 0.136 kgCO2/kWh reflecting the decarbonisation of the national grid.

 

  • A new ‘primary energy’ compliance metric in addition to the existing carbon and fabric targets.

 

  • Significant uplift in Notional fabric standards particularly for external walls which will mean increased cavity widths or high performing rigid insulation will be required.

 

  • Low carbon or Renewable technologies such as Air Source Heat Pumps, Solar PV and Waste Water Heat Recovery Systems (WWHRS) will need to be considered

 

  • Compliance still possible with gas boilers but Solar PV and WWHRS will also need to be included.

 

  • Air test required for every plot. Sample testing no longer possible.

 

  • Photographic evidence will be required throughout the construction process for ‘As Built’ SAP Calculations.

What is SAP 10?

SAP 10 is an update on the methodology and testing procedures used to calculate energy use in new residential developments. Following a consultation launched by the Department for Business, Energy & Industrial Strategy (BEIS), SAP 10 was formulated to replace the increasingly outdated SAP 2012 methodology. The changes will have a major impact on the way we design heating systems and insulate our homes.

When will these changes affect me?

On projects where the initial notice is submitted from June 2022 onwards.

Any project whereby the initial notice is before June 2022, will continue to be assessed using the current SAP 2012 methodology. However unlike previous versions of Part L, these transitional arrangements are on the basis of commencement of work for each plot by June 2023.

Commencement of work is defined as foundations, piling and / or drainage.

What performance metrics will my project be assessed against?

1 – Primary Energy Target (DPER / TPER) aimed at avoiding high running costs.

 

2 – Carbon Target (DER / TER) with 31% uplift on current Part L1 standards.

 

3 – Fabric Energy Efficiency Target (DFEE / TFEE).

What is the Part L 2021 Notional Building Specification?

A standard specification has been created for the notional building upon which targets will be based in Part L 2021:

Will I be able to use electric heating?

One of the most significant changes is a reduction in the CO2 emission factor for electricity. Within SAP 10, Electricity’s CO2 emission factor has decreased from 0.519 kgCO2/kWh to 0.136 kgCO2/kWh, reflecting the rapid decarbonisation of the national grid which increasingly benefits from electricity produced by renewable energy technologies.

As a result, SAP 10 makes it easier to achieve compliance with electric heating. As electricity becomes the most environmentally friendly and best performing heating method, a move from gas to electric heating will become more viable. Plans are also in place to prohibit gas boilers in new build homes by 2025, which is likely to result in a switch to heat pumps, electric panel heaters and electric underfloor heating as primary heat sources.
