What is an On Construction Energy Performance Certificate?

All newly constructed or newly converted residential properties in the UK require an On Construction Energy Performance Certificate (OCEPC) prior to occupation as part of the overall sign off process from Building Control.

Each On Construction Energy Performance Certificate shows how energy efficient a property is with a rating classification ranging from A – G, with A being the highest.

The new build EPC is derived from a full SAP Calculation for the dwelling which is also used to demonstrate wider compliance with either Part L1A or Part L1B of the Building Regulations (or regional equivalent).

A SAP EPC can only be issued by an accredited On Construction Energy Assessor and is valid for the future sale or letting of the property for a period of 10 years.

What is the difference between a new build EPC (Energy Performance Certificate) and a standard EPC?

On Construction Energy Performance Certificates are produced for new build or conversion dwellings using the full SAP methodology by an accredited On Construction Energy Assessor.

The underlying SAP calculation is based on precise construction details of the dwelling as derived from the plans and exact build specification, including precisely calculated U-values, For new build dwellings, the measured air permeability is also included as determined by an air tightness test.

The new build EPC is highly accurate and assessed remotely using sophisticated software.

‘Standard’ residential energy performance certificates (EPCs) are produced by Domestic Energy Assessors and are required for the sale or rental of existing dwellings.

The EPC is calculated using a simplified version of the SAP methodology (RdSAP) which automatically makes age related inferences or assumptions on insulation properties based on data gathered from a non-intrusive site survey.

An RdSAP EPC issued by a Domestic Energy Assessor is not acceptable for Building Regulation applications.

Does the new build EPC need to achieve a minimum rating?

The current Building Regulations (or regional equivalent) do not set any minimum EPC rating.

It is however worth noting that The Domestic Minimum Energy Efficiency Standard (MEES) Regulations set a minimum EPC ratings for private rented properties which could impact on the future marketability of poorly rated dwellings.

How can I improve the new build EPC Rating?

The EPC rating is directly related to the overall energy efficiency and predicted running cost of a property. Improvements in the On Construction Energy Performance Certificate rating can be achieved by adopting some or a combination of the following measures:

  • Increased levels of insulation within the fabric of the dwelling
  • More efficient or economical heating and hot water systems and controls
  • Reducing heat losses via thermal bridging
  • Reducing the air permeability of the dwelling
  • Incorporating low carbon or renewable technologies
