An increasing number of Planning Authorities now require an Energy and Sustainability Statement to be submitted with Planning Applications for new development. Usually the Energy and Sustainability Statement will demonstrate how specific local energy efficiency targets will be met within the completed development if Planning Permission is granted. This may include a minimum reduction in carbon dioxide (CO2) emissions beyond the usual standards of Part L of Building Regulations. Often there is also a requirement for a minimum proportion of energy to be generated from low carbon or renewable sources.

What is Included in an Energy and Sustainability Statement?

An Energy and Sustainability Statement would typically include the following:

  • Baseline energy calculations and maximum permissible CO2 emission calculations
  • Proposals for improved fabric thermal efficiencies
  • Proposals for increased heating, hot water, ventilation and lighting efficiencies
  • A review of the location of any local heat networks
  • A site specific feasibility study into different renewable or low carbon technologies
  • Predicted energy calculations for the development demonstrating compliance with the local sustainable planning conditions

How is the Energy and Sustainability Statement Used?

The Energy Statement should be submitted to the Planning Authority in order to demonstrate compliance with their local requirements.

If Planning Permission is then granted, the Energy Statement should be further utilised by the Design Team as they devise the final build specification for the development. This will help to ensure that the completed development actually achieves the proposals submitted to the Planning Authority, who may have imposed conditions which will need to be discharged upon completion.
