

A valid Display Energy Certificate (DEC ) and associated Advisory Report are required for all buildings with a total useful floor area in excess of 1,000m2 which are occupied by either a Public Authority or an Institution providing a public service that is frequently visited by members of the general public. This includes Schools, Colleges, Central and Local Government offices, NHS Trust Buildings , Police Buildings and those buildings which provide a public service such Leisure Centres and Museums.
A DEC is an A3 certificate which provides an overview of the energy performance of a building based upon its actual recorded annual energy consumption. This must be displayed in a prominent position which is clearly visible to visiting members of the public and is valid for 1 year, after which it should be renewed by an accredited assessor.
Each DEC must also be accompanied by a valid Advisory Report, which outlines a series of potential measures for improving the overall energy efficiency of the specific building. Each Advisory Report is valid for a period of 7 years.
